Bureauacnophobia is, as the name suggests, a phobia. Phobias are irrational fears and not diseases--you can't catch a phobia. You are not born with this phobia but it is caused by a bad experience with a bureaucrat or several bureaucrats, which make you frightened of them.
A cure for this is not know at this time because it is difficult to work with any bureaucrats and they feel threatened by someone with this kind of phobia. A suggested course of action could follow the treatment of Arachnophobia (sans the touching bit).
