In a project schedule or budget, people sometimes allocate more time or money for something than they expect it to take (just in case). This excess is known as a "cushion." Like a sponge, it has a certain volume naturally but can shrink when pressure is applied.

Six months may not be enough for the tooling to get finished. Make it nine so that we have enough cushion for another iteration. It's not on the critical path, anyway. Mike will accept that.
