I hope this doesn't break any of the guidelines--it was coined by a friend of mine in Germany, where lots of people are militantly eco-friendly and make a statement by wearing alternative style clothes. We thought the pullovers a lot of these eager young men wore looked like something their mothers or grandmothers had knitted, which went loose and baggy round the bottom when washed--hence looking frilly. From this came frillover to describe someone who is rather green, possibly vegetarian, and a bit of a dreamer.
