Any car, not necessarily a Cadillac, that seems to be beyond the financial abilities of the person driving it, who receives Federal government or county social services aid. It can be a term used to describe a car driven by a person who fraudently misrepresents herself in order to receive food stamps and other forms of government assistance when she is not actually in need.
