Used to describe a deliverable (as in consulting) that strikes the "correct" balance of strategic guidance and tactical detail. Such a deliverable is generally non-occurring in nature.
Most consulting deliverables require a highly stratactical nature to be accepted by customer organizations, primarily because most people fail to understand the difference between the words "strategic" and "tactical."
