1. Rhetoric for a politician's constituency -- voters, particularly the poor, the underprivileged, the handicapped, and all those whose causes need governmental action and support.
2. Reality -- a limited group including the politician, his or her family members, relatives, individual, and corporate large financial contributors, staff, lobbuyists (cf.) and assorted others who presently, or may in the future, help the politician with some favor or benefit.
